Sorry, but what is your understanding of "low budget workstation mode" and "streaming services mode"?
You have one Pi which has two screens connected to it.
With the official Bookworm OS running simply go to screen configuration editor, choose the resolution and alignment of your screns and you're done.
Right click the desktop and you're able to select which screen will display your panel (taskbar), what background to use on each screen etc.
