Been there, tried that.
Absolutely NO WAY to power permanently a Raspberry Pi from a 20W solar panel, even in a tropical country.

Under good conditions (full sun), you need at least 100W nominal to hope harvesting enough to run the RPi over te day, while charging the battery enough to run overnight. Remember 100W nominal ist NOT average, it's 100W peak when the sun is perpendiculat to the panel.

Then with some clouds, your "100W" Panel will just harvest ~10W, and you can forget charging the battery...

In septentrional regions north of the 45th parallel, you must deal with winters, long nights, snow...
