Perhaps a cautionary point .. take care not to over do the kit-dump, it could overwhelm your teen and become counter productive.
As above a good starter kit, either Pi4 or Pi5 not forgetting the Pi400 then perhaps a follow-up more targeted kit-dump if/when your teen gets the bug. A lot of useful experience can be gained, Python, even Bash, not discounting games and emulation, before anything else gets connected.
Unless your teen already has had useful access to a Pi the learning curve will appear almost vertical and could simply kill any enthusiasm. Watch out for the " Oh yeah, what is it and what does it do? " question.
Ensure there is some additional support to get that learning curve flattened out quickly. Two heads better than one. Make it fun. Not forgetting access to this and other forums as well as the countless tutorials out there once you know how to ask the right question of your chosen search engine. This means access to WiFi, certainly the family router.
Just as thought, consider adding a Pi camera to the list. This will open up simple animation and other interesting diversions for your teen.
At the end of the day remember that the Pi is just a cheap but very capable computer and includes excellent office tools, web access and email. Be ready for all this.
