Even if you can, it would generate an awful signal, this is a wrong approach.The PWM should have a much higher frequency (at least an order of magnitude) than the coherent sine waves synthesized. What should change is the duty of PWM, not it's base frequency. 1200 switches per second (baud) is the upper limit (not at least) for AFSK with carriers of 1200Hz and 2200Hz. I wouldn't do it with those Arduino libraries.
