I am glad it worked in the end, and I am sorry to hear that you have a different setup on which it does not work. I do not have a VNC environment to check your setup and possibly try to find a working solution for it. I have no idea what a VNC client sends over to the server and how the VNC server handles the keyboard. Note that I just did this work for myself, I am not in any way associated with the Raspberry Pi Foundation, and I do not have any sort of commitment to support all possible use cases like serial terminals, VNC, virtual keyboards, etc. The XKBD framework, on which wayland/wayfire keyboard handling is based, is meant for physical keyboards attached to the same machine, which for the case of the RPi means a normal USB keyboard. Any other setup as above (serial, VNC, VKBD, etc.) may not work.
