enable labwc, open screen configuration editor and place DSI on top of HDMI (or vice versa), now you should have a cloned desktop.What environment are you using?
labwc or X11 will all allow you to overlap the displays, and you should be able to scale them too (Wayfire has issues doing so as it only renders windows to one display).
If booting only to the console then they are independent DRM cards, and there is no way to make them share a /dev/fbN framebuffer.
A 'real clone' is only possible with both screens having the same resolution.
Wlr-randr does not offer a '--scale-from' option for scaling one display to a target resolution. In case you'll need that you will have to use X11.
