How are you determining that "neither of the Rp5's see the SSD's"? What are the result of the commands"?
Without a file system, the automounter is not going to mount them. However, the Pi should see the device and allow you to partition and format it. The SSD should be available as a device target for any of the Imaging and Cloning tools.
For example, I installed a Pimoroni BASE and SSD (came as a kit) and then used the SD Copier to copy my install from a uSD to the SSD.
