I've been trying to reproduce this (I followed your exact steps on a Raspberry Pi 4), and I wonder if your "Connect only works after I login" is simply a red-herring, and this is actually just a timing issue?
If you want for 60 seconds after you see the IP address displayed on the monitor connected to your PI, does your Pi then become available on the Connect website?
