While the product you bought may not have specifically mentioned Pico, I think you should have no problem getting your projects done (eventually). It's all SPI comms anyway. But using their resources will get you to the finish line faster. Now, what you need to do is to contact Waveshare and ask them for guidance. They are responsive to customers.
This looks promising, popped out when looking for UC8176 controller from ESP32 implementation.
You have to do some reverse engineering with Waveshare as well, usually they have some functional demos, then you are on your own ... alone in the dark, fortunately you might get lucky you are not the first one. :)
