Your board doesn't have a firmware EEPROM for the VL805? If so then you need RESET_RASPBERRYPI to be enabled in the kernel. It adds a hook that will tell the VPU firmware to reload the VL805 firmware when its been reset.However when i flash my custom yocto build on the same hardware, the VL805 firmware is not loaded
Be aware that the bundled VL805 firmware only enables USB 3 on two ports as that is what the Pi 4 uses. If you need all the ports then your board needs to have a VL805 firmware EEPROM and your own firmware.
