2) I thought the consensus was that the rc.local service itself was being eliminated (along with the file), so that just creating the file wouldn't work. You essentially have to re-invent and re-implement the whole shebang. Is that not right?
rc.local is only run if it exists and is properly protected. A systemd generator (man systemd-rc-local-generator) decides whether the rc.local service should be run or not. It's a binary, so not sure what it depends on, but if you create it as I suggested above, it will run.
