I rolled back by going to the page of Pi Image FIles here https://www.raspberrypi.com/software/operating-systems/ and went through the archive link to get the December 2023 release of Bookworm with full desktop. You can choose whichever you want.
It is a bit of a pain that I couldn't use the PiImager as that helped setup the wifi stuff and other bits, but instead I used balenaEtcher to flash the image to the sd card and then had to manually setup the pi by using a mouse, keyboard and monitor direct. As soon as I got it up I blocked the stupid raspberrypi-ui-mod package as I suggested.
The update on 11th/12th March seemed to screw a lot of things up I had permissions issues arising where I had none before and the TigerVNC thing whilst I can see some minor advantages mostly my view was quite negative maybe because it was forced on me to try and work with the damaged release of the update but also because I was getting angry and frustrated with the additional issues that I found had happened on permissions. In the end it was simply easier to say stuff this and go back to the old image as I felt I was chasing my tail trying to sort things out.
If the package is not fixed, if I knew how I would do it but I don't, this release may be the end of the road with the pi.
