It is advisable to try with libcamera- or rpicam- tools first.
But what do you think "framerate" should do for still capture?
It has meaning only with "...-vid" tools, search for "framerate" and you will not find it for "...-still":

So try rpicam-vid, and you should be able to pair frames from both cameras.
I would start Pico triggering for some fixed number of pulses first, after both rpicam-vid commands have been started.
Then both cameras should record exactly same number of frames and pairing frames should be trivial.
