After doing some more research I found the issue, The Pico was brand new. But by Resetting Flash memory by coping the
flash_nuke.uf2 to the pico and then re-coping the hello_serial.uf2, fixed the problem. I now have a working COM Port in which to attach a serial monitor to.
Just for anyone else who runs into this issue.
