Why? Because, sometimes, a $15 Pi as the cheapest one with Wi-Fi is a bit too expensive for very small projects or experiments.
Considering that most, if not all, small projects don't exactly need HDMI, maybe try removing support for that and the port itself to cut costs and make a $10 Wi-Fi Pi possible.
