How can you tell the label is non compliant?
Since 2021 CE labels require contact details, you don't see it very often because we import so much stuff from areas that aren't directly under CE jurisdiction. Either the importer or distributor is supposed to certify it if the manufacturer hasn't. I think the contact details have to be a "local" contact, not sure on that, the rules changed way after I had anything to do with design and product certification.

There is a get-out clause that it is a component not an end product but as they have chosen to a CE mark on it, it should be compliant in every relevant aspect.

As it is sold in America I presume it should be FCC certified?

The "it appears to work ok" argument can be applied to many things before the disaster that follows (Boeing!). In England about 20% (4800) of household fires are caused by electricty each year. That works out as one in 5000 chance per year that a dwelling will have an electrical fire.
