I encountered a USB issue on my Raspberry Pi that resembled yours, and I found a workaround. When using a Raspberry Pi 3B for network booting, leaving the USB devices plugged in caused the Pi to fail during boot. To resolve this, I used to unplug the devices before booting. Eventually, I realized that connecting these devices to a USB Hub instead of directly into the Pi resolved the booting problem.
